Despite the pause in funding for the Salvation Army from York City Council, Charlie Malarkey is operating on behalf of the charity to help the homeless this Christmas. Charlie has always used the early hours of the morning to check on the homeless on the streets of York, but as Christmas approaches he is also handing out hampers. Inside are items donated by the people of York, including warm layers, Christmas cards written by local people and sweet treats.
