The proposed corner development over three storeys would be near Dringhouses Library and other historic buildings.
Although retirement accommodation is needed the Inspector said “The extent to which the building would extend along Cherry Lane, would, due to its design and proximity to the CA (conservation area) boundary, detract from the character and appearance of the CA.”
